Abstract

Abstract. Good governance (good goverment) is an important issue in the management of public administration. To carry out the implementation of good government is to improve the performance aparatur.Peran human resource management within the organization did not set just the administration but even more leads on how to be able to develop the potential of human resources in order to be creative and inovatif.Tujuan this study to determine the effect simultaneously, partial and dominant management commitment, training and empowerment to employee performance Civil servants (PNS) Licensing Office of Malang. This type of research is explanatory research (explanatory) by taking a sample of 55 pegawai.Analisis data used regression berganda.Hasil study showed that simultaneous and partial, management commitment, training and empowerment have a significant effect on the performance of Civil Servants (PNS) State Licensing this Malang.Penelitian suggested that parties may seek quality leadership and employees to better quality. Besides, the party leader must be able to appreciate the achievements of employees
